District Engineer

The Berks County Conservation District (BCCD) is seeking a motivated, licensed Professional Engineer to join our team as a District Engineer-2. This vital position plays a key role in implementing state-delegated regulatory programs, mentoring staff, and supporting the mission of BCCD to protect and conserve Berks County’s natural resources.

The District Engineer-2 assists the District Engineer/Team Supervisor in implementing Chapter 92 (NPDES), Chapter 102 (Erosion Control and Post Construction Stormwater Management), and Chapter 105 (Dam Safety and Waterway Management) programs. In addition, the District Engineer-2 will help lead the Resource Conservation Team (RCT), providing technical support, oversight, and mentoring to ensure regulatory goals and delegation agreements are achieved.

 

Primary Responsibilities of the District Engineer-2:

Plan Review & Technical Oversight

  • Review E&S control plans, NPDES permits, and 105 General Permit applications.
  • Conduct technical evaluations of PCSM plans under DEP guidelines.
  • Facilitate plan review meetings and ensure compliance with state standards.
Site Inspections & Enforcement
  • Perform field inspections of construction sites for compliance with Chapter 102 and Clean Streams Law.
  • Issue reports, coordinate pre-construction meetings, and initiate enforcement actions as needed.
  • Evaluate site conditions and resolve environmental violations.

Administration & Reporting

  • Submit monthly, quarterly, and annual reports to DEP, BCCD leadership, and the public.
  • Maintain GIS databases and track program activity (Chapter 102, 105, and MS4).
  • Conduct monthly team meetings and represent the RCT at district operations meetings.

Education, Outreach & Special Projects

  • Attend DEP training, contractor workshops, and roundtable sessions.
  • Deliver presentations to schools, community groups, and professional organizations.
  • Develop environmental education materials and participate in public engagement.

What you Will Bring:

Requirements

  • Licensed Professional Engineer (PE) in Pennsylvania — Required
  • Bachelor’s degree in Civil Engineering or related field
  • 1–3 years of experience in regulatory, stormwater, or environmental engineering
  • NPDES permitting and E&S regulations
  • Clean Streams Law and DEP guidelines
  • Watershed modeling and BMP implementation
  • Valid driver’s license
  • Strong communication, mentoring, and team-building abilities
  • Ability to work independently and in the field under various conditions

Preferred Qualifications:

  • NICET, CPESC, or CPMSM certification
  • GIS and database experience
  • Knowledge of PNDI and the PA Stormwater BMP Manual
  • Familiarity with CADD and GPS tools
